This overlay has been known to make games lag horribly, especially on weaker hardware or integrated GPUs And to reiterate, this overlay doesn't supply an FPS counter So as long as you are using the Desktop overlay which is the only way to get Steam's FPS Counter you shouldn't be experiencing worse performance in games
